Wordpress - Woocommerce guru needed to customise delivery options

We need someone who could implement following on our website, which has already custom woocommerce to meet our requirements.
Wehave a website which lets customers choose options of Delivery/Collection. Collection is simple. If they choose delivery then user is asked for post code. When they give post code then delivery is charged as following rule.
Up to 3 miles radius of hotel delivery charge is £2.50 - After 3 miles it is £1 per mile
Orders over £15 will be delivered free.
