Basic Evernote or Pinterest style browser plugin button

For our Proof of Concept in the financial regulatory domain we are looking for someone to build a browser plugin for users to collect/tag data from across the web. Users should be able to upload a form and subsequently populate the form with data elements from across the web and including MS Excel, MSWord and PDF. The form should be stored on a separate website. Although similar tools are available on the web we aim to build a PoC to see whether this is feasible.
