Python event-driven microservices connected via pubsub

We are working in several python microservices, connected via pubsub events. Each service is like a function: is waiting for new messages from a subscription. For each message, a callback function is called, and it could raise events in another topic.
We need to develop a base class (BaseFunction), so we can inherit from it to build a new function/service.
We have some working code, but it's too coupled. We need to refactor and generalize it.
