Full Migration from a VPS to another VPS

I currently have 5 years working with a Virtual Private Server company, but lately due Security concerns and the high price that I'm paying month over month. Its forced me to look for more affordable and more secure VPS company services.
I'm interested to find a very reliable company/ individual who can make a reliable, fast and impact free transition of my sites to the new VPS hosting services
Currently I have 3 Shopping sites functional and running on my current VPS, plus some other files storage there, its almost 24Gigs of information that need to be transfered.
I will require before the transfer: that the programmer perform the following steps:
1- Create a backup of current VPS info before making any change.
2- Copy all information to the new VPS ( and Also leave the current Info on current VPS until new VPS is fully functional)
3- Do the proper testing to Validate then new VPS its working fine.
4- Once New VPS is fully functional, Let me know so I can cancel the Old VPS company contract
Please make sure, that the Migration should be COMPLETE, site, content, E-mails ftp accounts, EVERYTHING
