SEO for Chinese web site - must be London-based

I am looking for a London-based SEO expert who is a native Mandarin speaker to work with me on the SEO for a client's Chinese web site. The project will involve initial set-up work - analysis and optimisation recommendations of around 3 days followed by around 2 days per month of on-going link-building, optimisation etc.
You must be willing to come into the office in West London for a first meeting (I work for a Marketing Agency), and to be involved in at least one conference call per month with the client. You will however be representing the agency in your work and not yourself. We already have a plan and a budget and you will work directly for me - in charge of SEO for the agency.
The project is to start immediately and will run for at least 6 months but potentially until further notice based on success.
