4 x Sites Relevant Link Building.

Hi Guys,
I have four different sites I need some link building work on.
For all links, I am looking for:
1) whitehat link building methods
2) no directory or blog comments
3) no links from non-indexed pages
4) no links from pages with 50+ outbound links
Site 1: Is a 8 year old site in the finance sector. Currently PR2 with redesign about 2 years ago. Has lots of nice SEO friendly content.
Site 2: Is a 4 month old site in the category of photography. Just gained a PR2 status but minimal link building has taken place so far.
Site 3: Is a brand new site in the internet category (domain names). Well the domain name expired and we are just in the process of developing it now. Surprsingly it is a PR5 already from existing links.
Site 4: Is a 12 year old site in the automotive category, PR 5 with many thousands of IBLs. It already ranks extremely well for many terms. has 3,000+ pages of unqiue content.
I have used various link builders over the years via this site & especially Guru.com. Have also experimented with both local & international firms with mixed success.
What I am really looking for is someone I can trust who can deliver really different and innovative link building techniques. I've done 3-way links from crappy little sites with 'resources' pages to death. I've done blog comments, forum link building, directories etc many times.
I'm looking for someone who might pick up the phone & call a webmaster to ask/buy a link for example. Or someone who can execute a well planned campaign using a linkbait method.
If it works out, i'd be delighted to spend $1,000+ per month for someone to manage link building on all sites. That could rise to $2,000 + if we start to look at some other sites I look after.
Please respond with details of past projects - sites, links gained, results. Let me know honestly whether you feel you could help with all sites or just some of them. Let me know in detail your link building techniques - your ideal recipe of links.
Also let me know how you expect to be paid. On SERP improvements, per link, per hour or some other method. I'll listen to all ideas but bear in mind I am naturally quite a cynical person :)
