Design and build my Hover Over Picture Software Program per my attached picture, video, documents, and instructions.
The program must operate fast. And work on Windows laptop or pad.
The software program must be 100% original and not use any code that is already copyrighted.
I also want the program to allow the user to connect a video that is loaded onto the laptop or pad to the specific image or section of the image that the user can play to watch. When the program shows there is a video available to watch it will have a popup with a screen shot of the video, just like an image would appear when hovering over or selecting the specific image or section of the image.
