10+ years powershell, 15+ vbs experience, able to convert script to exe with no issues. Performed same function for a number of customers using licensed software. Prefer to use script logic against,say, C# for a process like this

Hello Sir, I can do this task in specified time.. By keeping these few points in mind.. 1. Copy the file from one location to the other and 2. If it is unable to write then copy it to desktop.. As a solution I can provide you the exe.. Which includes some default settings from and to location and which can be changed at any time... Based on settings required..
