Create Video Editing Software

I am looking for someone to create a video editing software program. Essentially I would like to create clips of a video by pressing keyboard keys. Then having the ability to sort the video clips into different categories.
The keys would have a set duration.
I would like to have the ability to create clip categories according to keyboard keys.
For instance I would upload a sporting event. As I am watching the event I would click on a keyboard key that represents a specific clip category.
Some keys would be a 10 second clip, some would be 30 seconds etc. I would predetermine what the keys are called as well as length of time the clip lasts.
After watching a sporting event and creating all my clips I could then go through and look through each clip category.
I would also like the ability to track time on the event. For instance, when numbers 5-12-13-18-19 are on the field there would be a time tracker on them. When I click on a number and replace with another the clock stops on one and starts on the other. At the end of the event it would have a total amount of time for each number.
The clips or events would have the ability to be emailed. I could download the clips.
Ideally this software could be used offline and through the web.
