C# OPENTK based 3d program

Looking to develop a c# opentk based 3d program which has following features. The obj/fbx world objects will be provided by us.
1. Load the world which is essentially has a tank (which stores petroleum products like diesal, petrol) and its associated valves which can be opened and closed.
2. There will be a pjpe coming into tank.
3. When a command is given, the pipe should show the flowing effect and the tank level rising.
4. When the tank overflows, the petrol should be show flowing out of it.
5. The field hooter should start on this event and another object called hydrocarbon detector should activate.
6. There will be a pump object in the world which will have its associated panel and valve.
7. Sky, rain, fog , fire, smoke etc are some other effects desired.
8. Object picking on mouse click.
9. Preset camera positions selectable from A drop down on screen.
10. This program will be interfaced with another desktop exe based software. So it should provide aome function calls to be able to send the dynamic data like tank level, valve open/close status, hooter start/stop etc, pipe to start showing flow inside etc.
All the world objects mesh with desired hierarchy and textures etc will be provided by us.
We can consider directX based solution also but wud prefer opentk.
