A Python module in C (using c_types)

I need a skeleton python module in C (using c_types) that will take 1 matrix of strings (array of arrays of char*) and 2 arrays of strings as input. And will return a matrix of strings and an array of strings as output.

VERY IMPORTANT: The input needs to be passed as a pointer and not copied into the C module from the Python code as it will be a giant matrix that will not fit in ram twice. The same is true for the output matrix, it needs to be allocated in the C module and usable (read only is an option) in the Python code without copying.

Only answer if you can finish this urgently within a few hours either it is something you have done or you are able to quickly glue together the info from stackoverflow and other online sources into a working module.

My budget is not very important for this so any working version with the lowest price wins the bid.
