Raw Image Processing with C#

I'm looking for image-processing expertise. But you MUST use C#. You can use tools such as DCraw.exe. Or libraries like Imagemagick, [login to view URL] or [login to view URL] to accomplish the end goals. Possibly something you come up with?! You may call C++ routines if you wish. Regardless of what you choose I must be able to link/build these into my C#.NET project. Also the end results must challenge what I already have for image-quality.
I have low-light sometimes downright grainy X-Ray images shot in high ISO rates.
Some of the problems I encounter are: Glowing edges and contrast enhancement issues. The current software uses Histogram Equalization, but this can be problematic of course. Especially when different parts of the image have highlights.
1) One of the goals I would like to do with the Podiatry (foot) photos is to get rid of the glowing edges.
2) A second goal with the Chiropractic (Spine) photos is to super-improve the software auto-contrast.
3) For all images the Sharpness to Graininess is very important.
The overall project end result: I need a test-winform project built in C#. I don't care about look and feel. This is just for results. That will read a CR2 (Cannon) file - Process the file, and produce a JPG. (perhaps with some options) What will the JPG look like? That depends on you. Can you convince me, that you can produce results...
I will include CR2 files. Also sample Jpgs. And nearly perfect representations, of what they perhaps should look like.

The one just marked jpg, are produced by me monkeying around with Rawtherapee and Gimp.
The ones marked 'NoiseReducedSharpen', were produced by another software engine, that I cannot figure out how to duplicate. You should try to see if you can get that good or better. However 'Image3' that is [login to view URL] is still not acceptable in my opinion.
