We are willing to develop a solution for sending RS2323 feeds to several Telegram Groups over internet. The tool will read the RS232 data and identify to wish group of Telegram need to send the message. This tool also needs to log every event in a database/file/excel placed on a cloud or server. (This will be defined later).

Hola, veo que son de Argentina así que les hablo en español :). No entendí muy bien el proyecto, ¿precisan leer datos de un puerto serial y en esos datos estarán identificados el mensaje y el grupo de Telegram que lo debe recibir? Te cuento que he programado varios bots de Telegram con Python por lo que esa parte no sería problema, tendría que estudiar cómo leer datos de ese puerto y ustedes definirme el formato de esos datos. Saludos.

Have done serial to syslog servers in the past with a small powershell script starting at system startup. Assuming Telegram has an easy API, this can be done within a day and you would have a small powershell script which you can modify on your own in case of changes.
