Realistically you can not develop new software that does the functions you want for the budget specified but I can customize existing software for the price. Put your logo on invoices, input the produces you rent configure automatic backups etc. That is really all you need.

You need a cloud application for this. The data will be stored in cloud so it's secure. You just need to send the link to your client and they can have their credentials to run that on anything.
