Disabling VBS is quick; doing it so it stays off after the next cumulative update is the part people miss. Windows 11 re-arms Memory Integrity through Windows Security unless it's cleared at every layer that can hold it on. My sequence on your machine, one remote session: first check what's actually enforcing VBS (msinfo32 shows whether it's firmware, group policy or just Core Isolation), then turn off Memory Integrity in Windows Security, clear the DeviceGuard values (EnableVirtualizationBasedSecurity and RequirePlatformSecurityFeatures under HKLM\SYSTEM\CurrentControlSet\Control\DeviceGuard), disable HVCI, and clear the Device Guard group-policy path if your edition carries it. bcdedit hypervisorlaunchtype off only if your application needs the hypervisor fully out of the way, since that also affects WSL2 and Hyper-V, and I'll say so before touching it. Reboot, verify msinfo32 reports VBS Not Enabled, then run the application that was failing to confirm the compatibility problem is actually gone, not just the setting flipped. You end with the app working, a machine that won't silently re-enable VBS next Patch Tuesday, and a short note of every change made and how to reverse it, so nothing about the system is a mystery afterwards.
