Technical Development (IT certification) recommendation report

Need a technical developement plan for two IT Support Technical engineers (2nd & 3rd line support) who are working for a Managed Services IT company for few years. Both individuals are technical and have been on various training courses ( VCP4,5, SQL 2012, Exchange 2013 etc) however they have not written many exams and are not certified (MCP, VCP, etc). Mangers of the company would like them to progess further in their career and company and therefore would like to see a report compiled that will provide an up skill plan / a recommendation report that will mainly focus on what IT certifications/courses these engineers should pursue: that will benefit them, the company and their customers, evaluate their current skills set, also make recommendation on the basis of the training they had so far. Areas of certification will be Microsoft Windows Serves, MS SQL, VMware, Citrix etc. Technicians Job descriptions and details of the courses completed will be provided on request.
