Android License Plate Recognition App - AI

I am looking for an experienced developer who can help with programming a license plate recognition app for Android. The App must recognize license plates from video streams and still images. It must be programmed in search away that it can take full advantage of the Android camera library or other libraries. It should be able to improve its performance over time with Machine Learning-Deep learning and it should be able to read license plates from various angles. This is a 4-phase project, so the first phase is simply license plate detection and storage. To begin with these 3 features should be applied: [login to view URL] ability to continuously scan: The operator presses a button to begin scanning then the app keeps on scanning every license plate that appears in the cameras view. Those license plates are saved in a history menu. [login to view URL] to scan: The operator focuses the camera to a specific license plate, let’s say for a stationed vehicle or motor circle. He then presses the scan button when he is ready. The scanned data is stored in the history menu [login to view URL] history: The operator can at anytime press this button and view data that has been collected. He can see the time when the data was collected, where it was collected (GPS data) The number plate in form of picture and text. I would like this project completed within 3 days.
