Create an Animation

I want some cartoon figure(like tom/rat/bird) to draw at first. This cartoon figure will do 20 different activities by animation. Each activity time duration will be 1 second to 6 seconds. Each activity will start from Idle state and the perform one of the activities and then smoothly go back to the starting idle state. It should looks smoothly running. Please see the activities bellow- A) IDLE STATE: ****************** Idle state , Seating or Standing alone. B) ACTIVITIES: *************** 1. Rotate eye balls 360 degree. [ time duration 2 seconds] 2. Close and open eyes, both eyes blinks. [ time duration 1 seconds] 3. Blink single eye. [ time duration 1 seconds] 4. Eye balls comes out and then goes in back. [ time duration 3 seconds] 5. Angry mode -eyes become red and then becomes normal. [ time duration 4 seconds] 6. Sleeping mode - by closing eyes and lays down on floor. [ time duration 2 seconds] 7. Thinking mode- by closing both eyebrow. [ time duration 1 seconds] 8. Sorrow mode- by changing facial expression(eyes fill with tear, lower lips comes out,eyebrow close etc) [ time duration 1 seconds] 9. Laughing mode. [ time duration 6 seconds] 10. Joyful mode with facial expression/ dancing style 1. [ time duration 5 seconds] 11. Dancing style 2. [ time duration 5 seconds] 12. Dancing style 3. [ time duration 5 seconds] 13. Alcohol drinks and can not walk and fall down. [ time duration 4 seconds] 14. Eating food. [ time duration 2 seconds] 15. Hand shake alone [ time duration 2 seconds] 16. Jumping on floor. [ time duration 3 seconds] 17. Rotate alone. [ time duration 2 seconds] 18. Kicks. [ time duration 1 seconds] 19. Rotating hands. [ time duration 2 seconds] Note: The freelancer can use any animation making software, He will show me sample few cartoon figures , I will approve the figure then go for animation. I would like the animation will be converted to 3gp format by some software. The all frames of the animation , you will give me. The size of the files should be as low as possible. I want you to send sample animation, which you already done.
