Draw and rearrange a house based on an existing plan in Autodesk AutoCAD Architecture.

I would like to draw a house based on an existing plan. As you can see in attachment, the pictures are not really clear but should be readable. The existing house is 19 meters wide, the goal house should be 17 meters wide. So I need someone with some architectural skills to rearrange the rooms in order for it to fit.
You are fluent in English, French or Dutch and you preferably work with a recent version of Autodesk AutoCAD Architecture (2016+).
The final product should contain the drawings and a 3D model of the house. I would prefer if you could give an indication of estimated fixed project cost.
