Setup Vagrant box using Docker on MacOS

We want to run two Vagrant boxes using Docker on a Mac. Vagrant ssh needs to allow the user on the host machine to log onto the vagrant box. This works on Ubuntu but not on MacOS because MacOS handles the virtual networking with Docker differently. Some links that will give you context:
