Video editing, merge 360 + regular

I am making video recordings with both dashcams and 360 cameras for the purpose of making instruction videos on car driving techniques. i want to know if it is possible to merge the recordings together into a single playable file.
The dashcam produces MP4 files and has 2 cameras, one in front and one in the back of the car. I am also trying out a 360fly to make 360 video. All cameras run at the same time but are not technically synchronised. Actually i don't need millisecond synchronisation, visual best guess synchronisation is sufficient.
Is it possible to create a single video file where the left of the screen has the 360 recording, retaining the ability to rotate the view ! and the dashcam views merged, one in the top right and one in the bottom left. ? See attached image as illustration.
If so please set a price to create a single test file.
