LAUNCH PAD LEARNING NLB VIDEOGRAPHY FILMING AND EDITING SCOPE OF WORK School: Launch Pad Learning NLB Address: 6951 Obispo Avenue, Long Beach, CA 90805 Production date: To be determined PROJECT OVERVIEW Launch Pad Learning seeks a qualified videographer or production company to film and edit three 30-second marketing videos at Launch Pad Learning NLB. The videos will promote Launch Pad’s small teacher-to-child ratios, free or subsidized care for qualifying families, and infant care beginning at six weeks. The vendor will provide planning, filming, post-production, captions, graphics, and final delivery. Launch Pad will supply approved content, releases, scheduling, and distribution. Proposals must price the complete scope and separately disclose all assumptions, exclusions, travel, overtime, third-party costs, and optional services. CAMPAIGN CONCEPTS A. Every Child Known: The 8:1 Teacher Difference Show how one qualified early-childhood teacher for every eight preschool children during active classroom hours creates more opportunities to listen, notice, encourage, and respond. The takeaway is: “A child should feel known, not merely counted.” Capture greetings, small-group learning, conversation, encouragement, reading, conflict support, comfort, and pickup communication. B. Wait, Launch Pad Can Be Free? Explain that free or subsidized full-day care may be available to qualifying families. A parent asks, “Wait. Launch Pad can be free?” A staff member responds, “Yes. For many qualifying families, it can.” Capture the dialogue, staged enrollment help, full-day activities, pickup, and school identification. C. Care From the Very Beginning Present Launch Pad Learning NLB as a nurturing infant-care option beginning at six weeks, with one qualified infant teacher for no more than three infants. The video may mention 4:1 toddler care. Capture arrival, tummy time, floor play, movement, reading or singing, responsive care, pickup, and infant-room details. Film bottle feeding only when specifically authorized. VENDOR SCOPE Pre-production: Attend one planning meeting and review all approved content and assets. Provide a shot plan and schedule covering all concepts and technical/access needs. Plan footage for vertical, square, and horizontal delivery, identifying scenes that require multiple orientations or protected cropping. Coordinate through Launch Pad’s designated contact. Do not independently contact families or staff unless authorized. Production: Base bid includes one full production day at Launch Pad Learning NLB. List any proposed split-day premium separately. Supply all production equipment and backups. Capture sufficient authorized footage to complete all three videos. Record direct-to-camera dialogue with a wireless lavalier and backup source, plus room tone and ambient sound. Obtain alternate takes while minimizing disruption. Secure equipment, keep paths clear, remain in authorized areas, and follow school rules. Vendor personnel may not care for children. Post-production: Create three polished 30-second edits and English and Spanish versions of each. Professionally finish color and audio using supplied voice-overs and approved music. Add approved text, branding, calls to action, disclosures, and school-specific end cards. Supply burned-in captions and separate UTF-8 SRT files in both languages. Complete two consolidated revision rounds and deliver all required files. DELIVERABLES 18 public-facing exports: 3 campaigns × 2 languages × 3 aspect ratios. Formats: 9:16 vertical, 1:1 square, and 16:9 horizontal. Three clean picture masters without captions, calls to action, or language-specific graphics. Six SRT files, English and Spanish for each campaign. Three thumbnail or cover-frame stills. All raw video/audio and assets used. Editable project files with media collected or relinked into a portable archive. Media index identifying date, classroom or age group, and general content. Filenames must identify school, campaign, language, aspect ratio, and version. Codes: KNOWN, FREE, or INFANT; EN or ES; and 9x16, 1x1, or 16x9. Example: Launch_Pad_Learning NLB_KNOWN_EN_9x16_vFinal.mp4. GENERAL SHOT COVERAGE Capture the exterior and school identification; classrooms; arrival and pickup; learning, art, literacy, sensory/dramatic play, movement, and outdoor play; activity details; natural teacher-child and teacher-parent interactions; staged enrollment help; and an end-card visual. Launch Pad may approve safe substitutions. CHILD SAFETY AND PRIVACY Children’s safety, dignity, and privacy take priority. Launch Pad Learning NLB may stop or redirect filming at any time. Do not film diapering, toileting, changing, partial undress, distress, illness, injury, private incidents, medication, confidential records, unsafe sleep/feeding, or unapproved participants. Avoid visible names or identifiers unless approved. The release coordinator must identify every recognizable person. Stop if an unauthorized person enters the frame. Vendor personnel must not direct, touch, reposition, feed, comfort, supervise, or care for children. Equipment may not obstruct supervision, exits, or walkways. CREATIVE AND TECHNICAL STANDARDS Videos should feel warm, authentic, reassuring, family-centered, and professional, not corporate, chaotic, or overly staged. Prioritize natural relationships and balanced coverage. Avoid heavy filters or aggressive effects. Technical requirements: UHD 4K acquisition minimum; 10-bit preferred; professional exposure and white balance. Normal motion at 23.976–30 fps; selected slow motion at 59.94/60 fps. Audio at 48 kHz, 24-bit preferred; lavalier plus backup for dialogue. Protect action and text for all formats; capture alternate orientations where needed. Outputs: 1080×1920 vertical, 1080×1080 square, and 1920×1080 horizontal, H.264 MP4. Clean masters in a mutually agreed high-quality codec. Consistent color, clear mobile-friendly audio, and secure transfer. Spanish versions must use approved translations and voice-overs and generally match English edits. All exports require accurate burned-in captions, mobile-readable safe-area text, and sound-off comprehension. LAUNCH PAD LEARNING NLB RESPONSIBILITIES Launch Pad Learning NLB will provide approved scripts, translations, voice-overs, music, brand/end-card assets, disclosures, releases, claim verification, scheduling, an on-site release/access representative, consolidated feedback, and distribution. REVIEW AND ACCEPTANCE The vendor will submit three English rough cuts. After consolidated feedback, it will prepare the full English/Spanish package. Launch Pad Learning NLB will provide two consolidated revision rounds. Conformity corrections do not count against those rounds. Final files will be accepted when they: Match the approved concept, script, language, voice-over, end card, and disclosures. Use only authorized participants and contain no prohibited or confidential imagery. Accurately depict applicable 8:1 preschool or 3:1 infant ratios. Run exactly 30 seconds unless otherwise approved in writing. Meet all format, codec, caption, audio, and naming requirements. Contain no missing media, unlicensed assets, production defects, text/caption errors, distorted audio, or distracting color issues. Include all required deliverables and incorporate both revision rounds and conformity corrections. OWNERSHIP, CONFIDENTIALITY, AND DATA Upon full payment, Launch Pad will own all edits, masters, footage/audio, project files, custom graphics, and project-specific work, with unlimited worldwide rights to edit, publish, advertise, archive, and reuse it in any medium. Third-party assets must permit Launch Pad Learning NLB's perpetual commercial use; pre-existing vendor-owned assets must be disclosed. Without written permission, the vendor may not publish or display project content, identify families, or use it for AI training, biometrics, or synthetic media. Store confidential media on access-controlled systems, share it only with assigned personnel, and use nonpublic links. Report loss or unauthorized access promptly. After acceptance, follow Launch Pad’s retention/deletion instructions. VENDOR QUALIFICATIONS AND PROPOSAL The vendor should demonstrate experience in sensitive child/school settings, short-form multi-format production, professional post-production, privacy safeguards, equipment/media redundancy, at least $1,000,000 per-occurrence general liability insurance or an agreed amount, and workers’ compensation when required. The proposal must include: Business/contact information, relevant experience, comparable work, proposed crew, and roles. Production approach, equipment, and multi-format capture plan. Proposed filming date/call length and turnaround for shot plan, rough cuts, revisions, and final delivery. Itemized base price for planning, filming, English edits, Spanish adaptations, all exports, captions, thumbnails, packaging, raw media, and project archive. Rates for work beyond included revisions. Optional pricing for 15-second cutdowns, 6-second bumpers, extra filming, voice-over, and music licensing. All assumptions, exclusions, third-party costs, and client dependencies. Proof of insurance and two references if requested. Acceptance of, or exceptions to, ownership, confidentiality, and child-safety terms. By submitting a proposal, the bidder confirms review of this scope and disclosure of all material exceptions, exclusions, assumptions, and third-party costs. Final Launch Pad-issued scripts and audio will control wording, timing, disclosures, and contact information.
