Data Input and XML conversion - Modification

Dear Bidder,
I actually need a php ( web based software) to do the following
1- Allow users to input data for an entity and click on a button and export the data into and a XML file ( Please see attachment for XML format)
2- Allow users to import a csv with entities on each line, then export each line into an individual XML file.
Please refer to attachment for XML format in which exported need to looks like.
