HTML to Joomla with SEO

I need to migrate [login to view URL] to Joomla 1.5. Around 325 html pages need converting to Sections, Categories, and Content Items - I'll give you a list of pages to leave out, from the sitemap pages: [login to view URL] and [login to view URL] I need an SEO expert as this site gets a lot of traffic, and I want keywords and all other head content to be just as good or better than the existing pages. I want this done on a development server (not live online) - and a zip file that I can try out on my own development server before making live.
