Slice PSD template to Wordpress theme - USA only

USA freelancers only. I am having an custom design produced by another designer for a design and engineering business. I need a USA web designer to take the final PSD (photo shop) and make it into a wordpress theme. The job is allotted 8 hours at max $25 per hour for US based freelancer. Please bid accordingly. The job required the following general tasks: 1. slice and dice the PSD file into a working Wordpress theme. 2. Confirm that the theme is xhtml 1.0 transitional compliant. 3. Use a free-base theme with current WP 3.x functionality for maximum performance and capability. 4. Revise and refine up to three times. 5. Complete the work within a 3 day period starting in late November. Non-negotiable Terms: - Payment will be via Freelancer milestone payment. 100% released upon completion. No advance payment issued. - Freelancer will be required to sign a NDA prior to starting work. Without this, the project cannot proceed. - Freelancer must refrain from adding any code or comments promoting themselves. All production credit is given to our company, not the Freelancer. - Viable candidate must have verifiable work and references. - Freelancer must be from or currently located in the USA and must not sub-out this to a foreign entity. The end-client is very strict about this. No foreign bids please. - Final approval by our project manager is required to complete the project and release the payment. Unsatisfactory work or poor attitude may cause early project termination. All decisions by management are final. - Developer will be required to work on our development server only. Proper access will be provided.
