Build me a countdown timer web application

Updated/Elaborated Requirement:
The overall objective is to create a visually-appealing language learning website. We require user management functions and course management functions. Our course and course content has a two-tier structure (course & module) for each we will need a management utility to add/edit/delete. The substance of each course is a series of pages that take two forms: 1-Simple video page; 2-Exam Simulator Page.
The exam simulator page is set out with consistent elements, at the top is the countdown timer described in the original brief. In the middle is an editable simple rich text box. At the bottom, there is a free text box for users to type.
The text submitted by users in the bottom box is then recorded against its context (user, time/day, module, course) and simply emailed to an address.
In addition to this requirement, each user will have a homepage plotting the context of where they are and what they have completed for each course and module.
Beyond the above requirements, (which we can call phase 2) would entail storage and management of the text submitted by users.
Countdown Timer Requirement: We're trying to replicate the basic idea of the dominoes pizza tracker "countdown" timer for another context. We have some concept sketches that we're happy to share at a later point in the discussion. Keen to find someone who has both the development skills and the graphics eye.
