Help to finish an existing site

Hi, I have a site that needs to be finished: [login to view URL]
It comprises of a public facing dating web site, an in house affiliate gateway, and a back end payment and account management admin section.
The current home page is a place holder we have the designs for the new one. It needs to be responsive. This is part one of the work.
Part two is to finish off the affiliate section. Its largely there just needs a few extra features and defects fixing.
Part three is the admin section, this is largely there just needs finishing off and testing.
My developer does not like home working and wants a proper office job.
He wants to keep on the project but part time, and is also happy to give a hand over to a new developer.
If this works well and you can deliver quality and productively then I have a set of other projects I plan to execute.
I only intend to use the freelancer site, for all scope agreements, payments etc... as i have been burnt before working outside of such a frame work. So please don't ask me to deal out of site.
I have been paying a Filipino developer 1000 USD per month and have no issue with continuing this rate. But and will agree pockets of scope with you for specific prices per month and quality criteria so we both are safe.
Please don't whats app me or send messages to my private email or face book as these are private. Please just communicate via the freelancer site.
We will need to discuss how we do this, and i am open to conversations. I do know i am not interested in starting from the beginning I need a partner who will help get me over the line.
