Looking to create a "shutterstock" type of website from scratch

The website is Where stock photography can be hosted displayed and purchased either a singular image or a specific quantity through a subscription service either monthly or annually. The website must be able to host photographer members where they will have to also subscribe on a monthly or annually where they have a profile and their images, also they must have access to a back end system where they can upload categorize, tag and publish the image. The images that get purchased, the payment must go through to the person who owns the image with commission being taken from it. The webpage must have a home page and tabs for different regions and different categories under these regions. The client/viewer must be able to become a member of the website and be able to view purchased images and they must also be able to inquire for specific images at a bidding system where the photographer members can bid to take this job from the client inquiry.
