Looking for C# expert

I have a photo gallery application written in C# that needs some changes and improvements. The major issues are: Correcting some installation errors (it currently works on two Win 7 machines, but I get an error after installing it on a new machine. I think a required file may be missing from the installation package. I copied the error to a DOC file and attached it below. The error occurs when I first run the program. When installing to the Program Files folder, the database can't be updated due to security restrictions. This means I have to install on the C: drive. The security error either needs to be corrected, or the default installation location changed to a folder on the C: drive. The pictures can be shown almost full screen, but it stretches them to fit and makes them out of proportion. I need it to keep the original aspect ratio when enlarging. Pictures can be saved to a users account (basically like a cart, but this is not a shopping program), and then a report is created showing the pictures they chose. The report can be created a couple different ways (Word, PDF), but it is not clear or easy to do. I don't need the Word reports, I just need either a PDF or maybe HTML, but it should be simple and attractive. So basically the Word report can be eliminated, and the dialogs simplified. The pictures in the report should also be bigger. The pictures can also be attached to an email, but right now it only works with outlook. I need it to work with Thunderbird if possible (if this is very difficult, please let me know and we can discuss options, as this may not be very important) There are several buttons and controls that need moved around or improved, I will provide a mock up. I don't believe there are any new options or controls though. I am very interested in improving the User Interface, so I am open to any suggestions for improvements, and I would expect there to be multiple changes. Please let me know if you have any questions.
