Configure some shipping rules in Woocommerce

I'm looking for a expert in shipping module configuration. Here is the rules I need to set:

I've 2 categories of product to send:

- Free product with a unique fees of 9 euros (all over the word)

- normal product at differente prices

I need following rules:

- each free product add 9 euros for shipping, so if user select 4 free products he pay 36 euros

- the user can buy maximum 5 free product per order ( 5x the same, or 5 differente), then it's cant buy

- we the user buy a regular product, it's 5€ per product ( if you buy 1 or 10 the same), so if you buy:

2 time the same = 5 euros

2 time same, 1 other = 10 euros

3 different = 15 euros

...

Freeshipping after 100 euros order ( even if it's free product, becaus he can add max 5 free product...)

Could you setup the kind of rules ? I can buy plugins for that
