Website content only displayed if user has downloaded program

I need two simple things coded that will work together to display certain content on my website:
1) Website code that will communicate with the downloadable program you create. If the user has the program installed it will display content B on my website. If it is not installed it will display content A. I want my website to display content A and ask the user to download my program. If the user has installed the program it will display content B. I must be able to edit the two different sets of content easily.
2) A simple program that the sole purpose of it is to communicate with my website. This program must allow me to add my own branding/images on the install screen as well as allow me to change the wording (on the install screen, the name of the files it installs, etc).
