Modify an Elance/ODesk Script

Hi,
I would like someone to modify my odesk/elance copy script to make it the way i want.
There would be 3 large changes, the rest need to correspond to these changes.
Rules:
1. Speak English
2. Stick to timeline
3. Stick to budget
4. 10% milestone will be given but NOT released until work is done. We have done this with our bidder from a previous project (you may check this project and our good review/rating). After being cheated many times before, our last bidder gave us an excellent experience, and we hope to get this again.
You must be great with skills required to complete the project. Additionally, you need to sign NDA before we share with you changes. Please bid reasonably, we ignore immediately unreasonable bids.
Remember; you are not building this from scratch; you are making modifications. HOWEVER, if you have a template you would like to use to recreate from bottom and would be easier for you/us, that is fine too. We refuse to work with Wordpress.
