Create a bulk domain checker c# .net c++

I would like a bulk domain availability checker created as a desktop application -
The software will do 2 things
I will import a list of domains inside of the software (maybe thousands at a time)
It will then check to see if there is a dns record available for the domain - See the following site for a php example code [login to view URL]
For all domains that have no dns assigned to them then we will need to do a check with whois to see if the domain is available -
the software will then save files - a file showiung the domains that have no dns assigned and then a file showing all domains that have no whois data available
its important that the software has at least 100 threads working at a time (control should be provided and it should not use too much memory)
Its important that proxy support is provided
its important to provide controls for delay between each request (this applies to each request per a proxy)
This is a simple project and should not take long for a skilful coder - the GUI can be very basic and it would be good if software can work whilst minimized
