Amazon URL/Product monitor/script for Windows Desktop

I am looking for an experienced coder who can make a quick, user friendly script to monitor out of stock amazon products in url format that sends a desktop notification as it becomes immediately back in stock.
Notes:
-Windows 10 compatible.
-Notification should be the url link where I can easily click on link and it opens in chrome browser.
-Script will monitor multiple urls; script needs to be easily editable to add and remove links. Maybe use a .txt file to store links
-When product becomes live, application will make a noise on desktop and show name of product and product link
-Script to only monitor products sold by Amazon, no third parties to make sure I am not being overcharged
-Script will be running 24/7 so cant use up too much space on computer
