Find similar newspaper from directory by given or stored newspaper pattern

All of the newspaper first pages stored in one directory. The directory includes 1 or more years newspapers and app 600 different newspaper in it. I need put newspaper name area image as of jpg into one direcory or database and when I select target directory it automatically check all files and it shuld find similar newspapers file name and the file names should be save on different txt or xls files. The txt or xls file name should be named by the pattern's name. It means make a group of the newspapers by them newspaper name pattern which one is like the sunday, the hurriyet, the milliyet, cyprus, etc. Sample newspaper first pages can be find attached files. Of course on software we can try to group all newspaper by all pattern or sometimes we need a find specific newspapers from pattern on target directory. The software should work on local computer without any membership or need to buy any extra software. All of the areas should be dynamic and when the user needs to add pattern, remove pattern, change target and pattern directories and all of them on it. Software should be give to us open source and the developer should be give a training how it works and how is compile on system. All of the source codes should be show comments on it (whats the aim, what is the function of it where the function or loop is star and end and etc.) The platform can be Delphi 10.x, Python 3.x or Visual C++. Developer version of programming language can newest version. All of the steps of the software should be conclude by the buyer.
