Web socket api for OCPP app

I need a JSON websocket api that enables communication between OCPP central system (charge point) and mobile app (to be built in Flutter).
When a start transaction is requested via the websocket the central system writes a new row to the db, which increments a transaction number. The db then needs to be queried to obtain latest transaction number to send back to central system by JSON websocket to stop the transaction.
