Website application with backend rating system and diferent user access levels

Hello, I am interested in hiring someone to develop the following : Α php/mysql based script which will allow for a basic CMS system for the front end of the site, as a well a backend application which will allow for certain functions to be completed. The four user groups are identified as - VISITORS - APPLICANTS - REVIEWERS - ADMINS The general idea is to provide the ability for VISITORS to the website to fill out a (mutli-part) application form - (including PDF files uploaded). Besides filling out an application the VISITORS will have access to the pages on the frontend of the website. Once the application is filled they become APPLICANTS who will have the ability to log on to the website (via the logon information they chose during the registration process). APPLICANTS will have the ability to alter their application data - (until a predetermined date). [THE ADMIN will have the ability to select if the APPLICANTS will first need to be approved or not - system switch] The REVIEWERS accounts will be created by the ADMINS (will not be able to self register) and username/passwords will be handed to them manually. REVIEWERS will be able to review the application of any APPLICANT (including any files uploaded) and assign a GRADE/SCORE to them. REVIEWERS will not be able to alter any APPLICANT data Each REVIEWER will be able to add their separate GRADE/SCORE. REVIEWERS will be able to alter their GRADE/SCORE at any time. REVIEWERS will not be able to alter other REVIEWERS GRADE/SCORE. REVIEWERS will be able to view the GRADE/SCORE assigned by any other REVIEWERS within any APPLICANT profile. ****APPLICANTS will not be able to view the GRADES/SCORES assigned to them by the REVIEWERS. REVIEWERS will be able to view a consolidated page containing all APPLICANTS will all assigned GRADES/SCORES - as well as their current average score. ADMINS will be able to create REVIEWER accounts. ADMINS will be able to administer the CMS aspect of the website. ADMINS will be able to deactivate APPLICANTS accounts. ADMINS will be able to view all APPLICANT data (profile & files) . ADMINS will be able to view REVIEWER GRADES/SCORES within the APPLICANT profiles, as well as view the consolidated GRADES/SCORES page. ADMINS can set the registration period - which will allow for registrations and the altering of data by the APPLICANTS. No application will be possible for periods outside the registration period set by ADMINS, nor will APPLICANTS be able to change their data or manage their uploaded files outside the registration period. ADDITIONAL INFO : CMS should have a basic template - does not need to be a full blown templated system though. (need for the cms to compensate for basic components - such as menu, wysiwyg editor and file management options) CMS will also need to contain a basic news system. USERS (all levels should be able to recover their password or reset it). System should be functional under https as well. I am open to using an existing system (be that Joomla, cmsms), as long as the additional functionality described can be implemented, but will need to approve the proposed system first.
