Multi site connection between Azure Virtual network and 2 Watchguard firewalls using Dynamic Route (policy based) VPN. It's not an simple job. Microsoft Azure has officially stated the Watchguard firewall is not compatible with the Dynamic multi site connection, but there are possibilities that it may still be connected. unless you have similar experience, please don't bid this job.

I can do this job using multi interface routing on your on premises vpn device and some customizations on azure virtual gateway.
