I run a small web hosting service and have extensive experience fixing e-mail deliverability issues. I think you meant "I'm unable to SEND email", which is what that error describes. The error means that your IP has been flagged for outbound spam on that specific blocklist. I can help you get sorted out, but getting de-listed will take some time. Waiting for responses or re-applying(I will provide URLs and info) to clear IPs falls outside of its scope.
