Convert android app to Windows desktop app

We have an Android app that would would like to make available on Windows 8 (and possibly earlier) desktops. The app itself is very simple. It is a glorified QR code scanner that also allows a user to manually enter activation codes to activate content, and video codes to play videos. It also requires a user to login.(we would also want a variant of the app that does not require login or activation codes to, but rather comes automatically logged in and activated). The videos themselves are either played off the internet or by preferentially looking for an SD card with the video files loaded onto it. In the case of the Windows desktop app, we may want to do away with the QR code scanner (unless it links to the laptop camera or in the event that the app could also be used on windows mobile devices). It would also need to look at the USB ports for the SD card as we will be enclosing our SD cards in USB adapters for this purpose. It would be preferable for installation to be done off the USB contained SD card and to be prompted when the user inserts the USB contained SD card into the device. You would be working with the developer who put the android app together, so further detail and guidance would be on hand. More details will be sent prior to kicking off the job.
