DYNAMICS CRM 2016 - CREATE C# CODE THAT UPLOADS WEBRESOURCES FROM A WINDOWS FOLDER

I need someone to write a C# code console that either creates or updates the web resources in dynamics crm 2016 from a windows folder location supplied by the user. Here are the requirement. -The console app will need to take in the root windows folder location to the webresouces as a argument (e.g. c:\test\webresources\) then under the c:\test\webresources\, there should be files and folders that matches the folder layout of crm webresources. Here is an example. c:\test\webresources\new_\js\[login to view URL] = new_/js/[login to view URL] (in crm) - please message me if you are confused as this is important. -the console app needs to either create or update the webresource depending on if the file exists or not.
