Create Thumbnail images with custom border in C#

I need C# code to create thumbnails and add custom border and watermark. I have enclosed sample images and border images that make up the entire border. I need this project completed in 2 days. Payment will be via Paypal. I only need to process one image at a time (I don't need a batch process). * Your code should take an image and create a thumbnail to a size specified. The samples are in 240x180px, but require the code to be flexible so that I can create thumbnails in any size. * Some source images have different aspect ratios so need the thumbs cropped. Nothing fancy, just center the original image and crop accordingly to fix the thumbnail size. * I would like to preserve as much of the original image as possible, so the border should display outside the image.
