Create some Esri mapping functionality -- 2

We have some point icons on a map, as attached. Connected to each icon is the unique ID. We have two task. 1 We want to mouseover the icon and see the name and type of record behind the icon. A Type will be image or PDF etc. 2 We want to click on the icon and open the record. My UI programmer is very good but it will likely be cheaper to have you solve it rather than have him learn it. Here's what he said is needed. We need to fire click events through the GraphicLayer on EsriMaps There are several PictureMarkerSymbol and SimpleMarkerSymbol added to a GraphicLayer. The job is to fire a click event when the user click in one of the markers, and display some information associated to the marker We also want this to happen with Bing maps. We are looking for someone who has this exact skill with previous experience using C# and jquery etc and looking to shortcut the learning process by supplying the solution.
