Crawl and Index Open Source Code Repositories

Hello, I’m looking to create a custom search engine. Specifically, I'm looking to get an idea of this is even possible, what up front and ongoing costs would there be, how long would it take to implement something like this (details below)? Can I achieve the level of regular expression search that I want (i.e. regular expressions of a type detailed here: [login to view URL]). A Microsoft Windows client tool will be using the data directly.
