Automatic email distribution through QQ platform needed (QQ 2 QQ)

We have several QQ email addresses in excel whereas we need to be able to send information (html) automatically via email through the email platform QQ ([login to view URL]) to an unlimited number of contacts. So only from QQ to QQ contacts. Email content is subject & content (html). Emails should be sent through bcc. So we need a tool which allows us to do that. It should only send out 10 emails per hour. Also, there should not be more than 20 contacts in 1 email. We need to be able to change the settings such as emails per hour and number of contacts per email.
