I did something similar. Arduino based. Thermal or sound sensor approach used (need more details an the pipe specification if available) Cutoff via a relay switch and electrical valve. Time can be programmed via usb with a connected computer. Alternatively a simple key based interface can be added. Will provide Electronics schematics and source code.
