Looks like this board uses Vehicle power (battery). Some filtering is necessary when vehicle powers up to avoid any spikes or over current. I can take a closer look on the power sequence and check the ISE0509A schematic as well I work on vehicle embedded system for 10 years and 8 years of power supply design for vehicle system as well.
