Hello, I've worked on similar projects in the past, sucessfully completing them. In general I tend to bid high to ensure there are sufficient funds to complete the project, but typically work for $30/hr and the cost of parts.
I'm assuming this will be used to control and existing piece of equipment, and it'll be worth discussing further the feedback loop and its characteristics, as well as how you would like the display and controls to appear and function.
I have a lot of experience with Microchip PICs, which are more than capable of handling this...and extremely low cost. I've utilized them in the past to build drive controllers for robots (essential using PWM).
In terms of timeframe, I'll have a schematic and preliminary board layout within 3 or 4 days of acceptance. I'd estimate 3 days for parts to arrive and another 2 or 3 days for assembly and testing. Your 2 week timeframe is more than achievable.
