blocking sending mails from Outlook using blacklst

Hi I want to block sending of emails (to/cc/bcc) if email address or domain is mentioned in blacklist file. I am using outlook 2007 version. So it should work like this case 1 forexample in blacklist file baduser -at- [login to view URL] is mentioned and if user tries to send email to baduser -at- [login to view URL] than this email should not go through and a notification will popup telling user that you are trying to send email to blacklist user. case 2 if domain name *[login to view URL] is mentioned in blacklist file and user send email to anyuser (at) [login to view URL] than same should be blocked. *also suggest if copy of such email could be sent to administrator.
