Flash text tester

We want to test out flash text; to see how speed of fade-in and fade-out affect banners, etc. We want an interface that looks like the attached where flash text that fades in and out can be tested. We want to be able to adjust how quickly the 'fade-in' happens, how long the text is displayed and how long the 'fade-out' lasts. The fade in, how long the text is displayed and the fade out should be adjustable in steps of 10ms up to 500ms and should also be adjustable in steps of 10ms. We also want to be able to adjust the time between the end of a fade-out and the next fade-in. (again adjustable in 10ms steps to 500ms). The font and font size should also be adjustable, as in the attached picture. We should be able to look at the text in the box with either white text on black background or black text on a white background. The text to be displayed should come from a text file that we can modify. I am presuming that that each line corresponds to one frame of flash text to be displayed.
